Legislative Report for the Leawood Chamber of Commerce
For week ending January 29, 2010
From Bob Vancrum, Kansas Government Affairs Consultant
Budget Issues
The major issue facing the 2010 legislative session is the resolution of the budget shortfall projected to total nearly $400 million (and this is after nearly $1 billion in cuts in the current fiscal year). The Senate this week did pass Senate substitute for HB2222 which is needed to implement the Governor’s final allotments made in December. Apparently it was put into a Senate substitute so that they could simply have an up or down vote in the House. In related developments, the House Tax Committee reported unfavorably the Governor’s proposed one cent sales tax increase. In fact, the House was tied up in parliamentary maneuvering to determine whether such a bill would go on the calendar or not. No doubt some wanted to have it remain alive as an option for the future. In any event, it did appear on general orders for one day was not acted upon and now has been removed from the calendar.
Next week the Senate Ways and Means subcommittees will hold hearings on the 2011 budgets for Higher Education, Corrections and the Judicial Branch. The House “budget committees”, conversely, have not yet scheduled hearings for review of recommended department budgets.

On Thursday, February 11 at 6 p.m., Susan Sweat, MD, and John Strickland, MD, will perform a robotic partial nephrectomy surgery live from Shawnee Mission Medical Center (SMMC). The surgery will feature SMMC’s newest da Vinci™ robot that allows surgeons to perform complex surgical maneuvers using one-centimeter incisions. David Emmott, MD, will moderate the Webcast, answering questions live from the audience.
According to the American Cancer Society, approximately 54,000 Americans are diagnosed with kidney cancer each year. Since it is fairly resistant to radiation and chemotherapy, doctors oftentimes remove the kidney or kidney tumors utilizing minimally invasive techniques, such as the da Vinci surgical system. While a partial nephrectomy involves removing a small portion of the kidney, a radical nephrectomy involves removing the entire kidney and the fatty tissue surrounding it.
According to Sweat, the robotic procedure offers a number of patient advantages over traditional open surgery. “There is always a possibility of using the robot during any open surgery and we choose the minimally invasive approach whenever we can,” she said. “With the robot, we are able to make small incisions, which are less painful for the patient. It’s especially beneficial in kidney cases with the ability to operate using small incisions instead of a flank incision in the lower side of the body.” In addition to less pain, a robotic neph ...
