Kansas Legislative Update 01-22-2010

Report of the 2010 Legislative Session
Prepared for the Leawood Chamber of Commerce
January 22, 2010

The Legislature was once again on a shortened schedule with both Chambers taking Dr. King’s holiday on Monday.  In fact, the House took a Friday pro forma day (all but leaders can go home) and most of the House members went home Thursday evening after committee meetings.  The Senate came back on Friday to work on final action after working very late on the floor Thursday in debate on final action on a bill.

Perhaps the biggest development of the week was the House Tax Committee opening debate on the Governor’s tax increase proposals.  Proponents of the tax increase testified Thursday morning in House Taxation.  Education groups, as well as advocacy groups for disabled citizens, low income, elderly and many other groups that have seen their funding significantly reduced over the last two years, were present to support the sales tax increase which is found on the House side at HB 2475.  In addition, the Senate Assessment and Taxation Committee reversed course and allowed the introduction of the Revenue Secretary’s group of sale tax exemption eliminations, the largest of which was re-imposing a tax on repairs ($146 million). This committee has neither set for hearing.

Senate Ways and Means Committee acted upon the budget rescission bill necessary to implement all of the Governor’s budget redu ... (go to www.leawoodchamber.org for more information)

Maggie Ratliff Named Carondelet Health’s Chief Information Officer

Maggie Ratliff has been appointed chief information officer for Carondelet Health. Ratliff has extensive experience in the IT field, including serving as CIO/IS site director for Holston Valley Medical Center, Kingsport Tenn., information services technology/communications director for Cape Fear Valley Health Systems, Fayetteville, N.C., and hospital director of information services for several HCA facilities.

As CIO, Ratliff will work closely with both Ascension Health and Carondelet Health to integrate information technology into the organization’s strategic planning. Her first priorities will be conducting audits of data security to identify opportunities for improvement and improving remote network access for physicians.

Ratliff is looking forward to helping Carondelet Health leverage technology as a means to improve patient care. “Information technology can be a powerful tool for helping our organization succeed. For example, giving physicians and nurses more efficient access to medical records, can in turn lead to increased quality of care and patient satisfaction,” said Ratliff.

Carondelet Health includes the two acute care facilities of St. Joseph Medical Center, St. Mary’s Medical Center, three long-term care facilities and home care services.

Former Patient-Turned-Top Executive Reunited with Shawnee Mission Medical Center Physician

Thirty years ago Loren Humphrey, MD, removed what was considered by other physicians an inoperable cancerous tumor from Tom Olofson’s neck. Humphrey then took cells from the tumor to create a vaccine called immunotherapy, a procedure ahead of its time in 1980. Ironically, Humphrey was in the middle of a clinical trial with immunotherapy and melanoma patients at the time of Olofson’s diagnosis. “I used the knowledge from that experimental trial to create a special vaccine for Tom,” he said.

After his cancer diagnosis, Olofson was not welcomed back to his executive level job in the corporate world, as no company wanted to hire a man with terminal cancer. Always the optimist, Olofson took the opportunity to form Epiq Systems – a global company specializing in integrated technology products and services for the legal profession. Today, his success has given Olofson the ability to thank Humphrey and Shawnee Mission Medical Center for giving him the opportunity to build an empire. The Olofsons recently donated $250,000 for the construction of Shawnee Mission Medical Center’s new Special Addition Maternity Center as a thank you to the hospital that didn’t simply deem the cancer terminal or inoperable. “Technology has advanced and innovations have changed, but the care at Shawnee Mission Medical Center has always been much more than medicine,” said Jeanne Olofson, Tom's wife.

The Olofsons will be reunited with Hum ... (go to www.leawoodchamber.org for more information)
